#108 Better Support for visually handicapped users

The menu bar generated by BCGControlBar library is not
usefull for visually handicapped users. If those users
are using tools which read the items on the bar, those
tools always read the whole bar instead of just the
item the mouse is over.

There should be better support for those users.

    I have added an option to the 'General' page of the options
    dialog, that allows users to optimize GUI for visually
    handicapped users. Changing this option requires a restart
    of TXC.

    If TXC is started with this option enabled, a normal windows
    menu bar is created rather than the BCG menu bar. This does
    not look that nice, but will be better to use.

    Haven't provided Tools support until now for the normal menu
    bar...
