#5 Error: PHP can't write to temp dir

hi, i hope that these messages get checked!

I get the following error:

Error: PHP can't write to temp dir (testuser/uploads/tmp).

I know that there are read/write permissions on this folder and it exists.

My server is Windows...

Please can anyone help and give me an idea of where to look?

I have entered the http://localhost/cgi-bin/upload.cgi?test test and this gives me a success...
