This isn't an error. It sets the testcase field to the right state.
Yes the selected state WILL be printed twice in the drop down list, but this
is intended.
Without this line, the testcase state will NOT be selected in the dropdown.

I'm going to leave this open however, to remind us to rework the code in
1.2 to find a better way to do this.
