    Issue 5599: Purge remnants of SCons

    This is another build system that was experimented with between
    2004 and 2007. The various SConstruct and SConscript have already
    been removed by commit 24cd9ffc8 ("Remove SCons traces because of
    unmaintained state") in 2009.
