Ok, I've started sorting out stable and master branch and pushed some
2.21-change on top of some already 2.21-only changes in master....
What should be done in stable/2.20?
Documentation/changes.tely should be reorganized: it is currently in
chronological order which does not make sense for the stable release.
It should be organized topically.
Changes.tely - reorganize entries for 2.20 release
Issue 5176
Documents all changes to LilyPond
since 2.18. The list is organized
as per the Notation Reference in
terms of sections and subsections.

No complaints on the order - good. Next step is to see if I can improve the list with some examples where none have been provided.
Frankly, I'd recommend pushing to stable/2.20 and add the examples in a separate pass in order to give the translators a bit more time to get the bulk of the texts done.
OK, I'll make sure it compiles first.
I've done a lot more extra work on this patch since then to show more in-depth @lilypond examples and work through some of the new features in more detail than, say, try to cram them all in one example.
If we're going to trumpet a new stable release, it'd be nice to show off a bit.
It also helps to see what could be 'returned back' into the NR with regard to @lilypond examples or even plain missing documentation.
Here is an attached patch that compiles on stable/2.20. This is the same information as in http://codereview.appspot.com/326400043 - which is based on current master itself was identical, at the time, to the changes.tely on stable/2.20. This patch however also comtains a typo fix (change of URL) that was commited as part of http://git.savannah.gnu.org/gitweb/?p=lilypond.git;a=commitdiff;h=e6c53f51c9a9f9226a89bcfb49595b468b3c3262 as this stopped my own, not-yet-pushed patch from merging with master.
I'll continue to work on this patch in a new Rietveld (see previous reply) and upload it for review after I make sure it compiles. However for now hopefully this good enough,
Pushed to stable/2.20
rebased with stable/2.20 (instead of current master)
http://codereview.appspot.com/326400043
more improvements to existing examples and descriptions - more work still to do

Patch on countdown for Sept 29th
(I have not been able to get to any more 'improving' of changes.tely yet. The additions in this second edition of the patch are complete though, so if the worst came to the worst and we released 2.20 before I managed to go through the entire list of changes, you'd still have an improved list compared to what it would have been before this tracker. I.e. the 'order' is not going to change, my intent was to improve/simplify/expand/actually show/whatever some of the examples that were not there before. So I'll probably endup pushing this next set and then carrying on with the rest of the list in another patch and so on.)

Patch counted down - please push.
