Script to update copyright notice

This script will update all files that have been last modified in the
year passed on the command line (or the current year if no year is given).

    It's not really clear yet if and what is actually necessary and desired. See discussion on http://lists.gnu.org/archive/html/lilypond-devel/2017-03/msg00196.html.

    As-is this patch will most surely not be merged.
