#5016 Web: minor improvements to the ‘Bug reports’ page

http://lilypond.org/bug-reports.html still has a reference to the Google issue tracker.
Also, it’s more useful to measure a minimal example in lines of code than in notes.

I left the reference to gmane in place, since it appears that gmane is going to resurface in the not-so-distant future.

New patchset with changed wording according to Graham’s comments, and reverting the ‘notes->lines of code’ change. I think it’s trivial WRT stability, so no prolonged countdown should be needed.

The reference was still pointing to Google, now it explains
the procedure with sourceforge.
