Not only the web manual, also the footer used in all manuals should be fixed:

What should we use as replacement?

... and we should also ask the mailing list admin to remove this sentence:
I am going to create a separate tracker for the removal of gmane in the 'footers' and work on it there.
We may suggest that bug-lilypond is a low traffic mailing list, so subscribing to it should not be a problem... And maybe suggest that even if you must be subscribed to be able to write to the mailing list, you can disable receiving the messages from the list and still receiving replies to your messages, as our convention is replying to all and not to the list only (but this may be risky or change in the future).
I don't think it would well be characterized as low-traffic, but do you really need to be subscribed in order to write to it? It's probably less work for our list moderator if you are but I don't think that your mails otherwise will get lost. No guarantees though.
TL;WR? I believe Frederico is correct in saying that there is no longer any reason to steer people to gmane.
I don't set policy for the mailing lists - I just follow/enforce the policies set by the project leadership. (I'll admit I'm not really sure who that is nowadays but David Kastrup is definitely on my personal list of Lilypond leaders.)
The Lilypond mailing lists are moderated ... to prevent spam from swamping the lists. That you think any of these are low-volume lists is actually a sign that this configuration is successful; the moderators (plural) are doing a good job of stripping spam from the input stream.
Because the moderators let through almost anything through to a Lilypond list that is relevant to the purpose of that list, it's not really necessary to go through gmane to post as a non-subscriber. If a message is relevant, it will still be posted.
I know that Gmane has been down for months now, but according to http://gmane.org/about/, it's just being rebuilt and will be back in commission RealSoonNow™!
I have used Gmane to post to the LilyPond mailing list since I started six years ago!
Given that the average person has never heard of an electronic mailing list nor IRC, I think it would be more important to lower the barriers for new users!
I think a link to this page on Wikipedia which explains the unfamiliar concept very well, as well as this page on IRC.
I guess I'm talking more about http://lilypond.org/contact.html than the bugs page, because it you're posting in the Bugs list than you probably know what a mailing list is.
