Chris Yate pointed out the LilyPond often creates more augmentation dots than a re needed for a chord (and sometimes too few). He has created a comprehensice set of test cases, which are appended as a .ly file and a corresponding PDF.
According to my review, all of the cases in Dots.ly that have a value of chords-dot-limit = 3 are engraved in accordance with Gould's rules.
They are not engraved as Sibelius would engrave them, nor as Chris is comfortable with having them engraved.
And there appears to be no good way of adjusting the behavior.
I think that this issue should be renamed to be "Lack of customization ability for dots on chords", since the current code follows Gould standards exactly, as far as I can see.
