#4672 Doc: CG updates for new tracker
There are a number of updates to the CG that would be appropriate following the move from the Google tracker.

Is one, but there are others. I don't think it's worth waiting further to refer to the Allura tracker on Sourceforge.

Replaced all @urefs and
@examples with URLs from
Allura/Sourceforge.
Also modified some of the
notes in the Bug Squad
section to bring the
instructions up to date
with regard to how to
get an Allura account etc.
Added Ralph back to the
Bug Squad list.

Trevor's concerns were a 'false alarm' after all. Moving this on to Countdown for March 31st (as I would have done yesterday)
