In the attached image there's plenty of horizontal space between the stems to
properly put a dot inbetween, but the padding of stems and the dot
itself apparently prevents this.

The problem is not padding of the dots or stems; LilyPond simply does not investigate if there is space for dot to the left of simultaneous stems.

Placing augmentation dots left of simultaneous stems, when they will fit, would also improve the engraving of the example in issue 1352
