When placing several pieces in a book, we like each page to be flush-bottom, except when a piece ends before a page break.
One current solution is to begin with all the \scores, the pieces, in one \bookpart and let LilyPond choose page breaks. Then whenever we would prefer a piece to start on a new page, we close the previous \bookpart and start a new one, with a bookTitleMarkup="" to avoid re-printing the overall title of the set of pieces.
We could do this more simply if we could \vfill\pageBreak
