between a high note in the middle of a volta bracket, compared to the amount of

It is the second: Currently the whole volta bracket takes up a rectangle, even
though just the top edge is used in the middle. This causes brackets like in the
example to be shifted up far more then is actually required/desired.
What would be desirable is that the extents of the volta bracket is composed of
three rectangles (two for the downward lines and one for the horizontal line, which
has much smaller vertical extent).
BTW, I'm running into the very same problem with a Strauss Waltz...

Volta brackets that suggest a continuous box with the bar lines seem fine.
The book by Ted Ross, chapter 4, shows a style where the volta bracket joins with the bar line, and calls it "not uncommon". The more typical examples in Ross and Stone have a gap a bit less than a staff space, from the top of the bar line to the vertical bit of the volta bracket.
