GetPopupId returns a constant value.

If a popup is already open, the request to open another
popup will try to reuse the existing popup window,
instead of opening another window.
When both popups originate from the same browser
instance, the contents of the second popup replace
those of the first, but if the popup calls belong to
separate instances than the popup window will turn
blank (with or without a script error)
