I'm not sure if scripted animation is a part of the engine
you are working on, since I don't remember it ever being
in Q1. I believe that in game scripted animations
coupled with a skeletal deformation option (for
charachters and level objects) would make Tenebrae a
powerful GPL engine which many new indy games can
take advantage of.
Please don't cut out the indy game development scene,
since many MODS / TC's could be hewn into full fledged
games if they just had more members or money. A large
problem with the general acceptance of traditional
modding is that it is restricted to Engine A or Engine B,
when it could have feasibly been done in either. The
Quake/UT camp has already pulled it's sides, and I think
that Tenebrae could stand between them.
On another related thought, please keep to as many
standards as possible. The slightest polution of non-
standard formats would be enough to turn any would-be
developer away.

1 has great potential, please don't ever underestimate
what it could do in the right hands.
