#38 Can't get pasts the Install Page. Running with WordPress

I can't get past the install screen. On the right, it appears TEMS has accessed the database, "Database server access Successfully" and it says "Database created Successfully", but at the bottom it claims it "Could not connect 127.0.0.1 database"

Each time I go to the 'index.html' page it sends me back to this page. See attached file.

NOTES: This web provider requires the php to be installed under the /cgi/ directory to work.
Also, we are running WordPress in the same database. Is this a problem?
The DBA and User are required to be the same.
The Password is correct.
