Development source code uploaded

The in-progress development source code for the Telergy core has been uploaded to CVS. As it stands, it probably won't compile either under Windows or Linux, mostly because the port to Linux is half-way done and there will be some more work after that needed to make sure that everything still compiled under Windows.

Source for other command-line and GUI tools will be uploaded later, once the core is working.
