#8 Old FSF address is used

There are some places in Telegnome where an old FSF adress is used.

This patch fixes this by replacing COPYING with https://www.gnu.org/licenses/old-licenses/gpl-2.0.txt and by replacing the old address in headers with a hyperlink as suggested in https://www.gnu.org/licenses/gpl-howto.html
