The TEI was long based in Charlottesville, Virginia, and may still legally be incorporated there, but it's address and base of operations is now in Arlington, Massachusetts:

The Chicago Manual of Style says to put "the city (or cities) where the principal offices are located" on the title page, so even if the TEI-C is still legally incorporated in Virginia, I think Arlington is now more appropriate.

If Council (or maybe consult the Board?) agree, update guidelines-en.xml.
