#418 ability to specify a model class within a specList

In discussion of http://purl.org/TEI/FR/3585570 , Lou suggested that we might want the ability to specify a model class (and its members) within a specList. Doing this would allow us to keep the Guidelines in sync with specs.

I have duly fixed the implementation of "specList/specDesc pointing at a model class"
    to do something sensible.
