In the following bibliographic entry:

I would like to represent the ISSN number commented above as <idno type="ISSN> 0039-3215</idno>. Unfortunately <idno> id not part <monogr>.
Ist it a bug or a feature,

    A bit of googling suggests that ISBD has moved on a little since it was used as the basis for the TEI's definitions. In particular, ISBD(M), and hence the most recent consolidated ISBD, both suggest that we ought to have a special slot for <idno> somewhere. (cf the following quote from IFLA:"The major part of the work consists of specifications for the eight elements: (1) title and statement of authorship; (2) edition; (3) imprint; (4) collation; (5) series; (6) notes; (7) International Standard Book Number (ISBN), binding, and price; and (8) multivolume publications."). So I think this is probably a bug, and we should probably review the content models for bibliographic elements again.
