As pointed out by Peter Stadler[1], at two places, an impression is created that in order to qualify as TEI-conformant, a document "must contain either:
This is wrong, isn't it, and it creates a wrong impression. What we want to say is "a single teiHeader followed by either a single text element or one or more elements of model.resourceLike"
( teiHeader, ( ( model.resourceLike+, text? ) | text ) )
BTW, "in that order" in the current text is spurious after "followed by".
The wrong impression is further repeated in the ref-TEI documentation [3], in direct contrast with the formal element content declaration.

And of course my suggested paraphrase above is faulty, but the formal declaration says it all -- maybe it's simply worth quoting, apart from the narrative stream.
This issue is indeed the same as previously raised in [feature-requests:#501], and is essentially a matter of rewording along the lines proposed by Piotr in the places indicated. Happy to undertake that if Peter is too busy!
