#74 Adding divGen TOC changes font-weight afterwards

In a document being processed by the TEI Stylesheets when I've added a divGen to generate a TOC between one div and another, the div following seems to inherit the bold font-weight of the table of contents. I'm not sure if this is a general stylesheet error though, or just an Oxford implementation problem. I post it here just in case. See http://tei.oucs.ox.ac.uk/ENRICH/Deliverables/ENRICH_WP3_D3.3_MigrationTools_0_0_JC.xml as an example.

    its an artefact of Cocoon processing, and failing to find the I18N file
    which supplies the heading for Contents. The result is <h2> </h2>, which
    turns into <h2/> which the dumbcluck browse thinks is an unfinished <h2>

    the XSL is fine, its the browser and implementation which conspire to produce a strange result.
