The <remarks> of the <elementSpec> for <specGrp> contain the clause “to generate modules using both XML and RELAX NG, and to use only the compressed RELAX NG syntax to represent them”. This is nonsense (as XML and RELAX NG are not the same kind of animal, and there is no “compressed” syntax). Perhaps something more like “to generate modules using RELAX NG, in both the XML and compact syntaxes, and to use only the compact syntax to represent them” is what was intended. But since we restrict ourselves to the compact syntax only in the printed Guidelines, and since our ODD processor also generates W3C Schema and DTDs, I wonder if the entire sentence should just be ditched.

Where it says 'XML and RELAX NG' should it actually just say "W3C XML Schema and Relax NG"? I.e. is it not meaning XML but XML Schema?

No, it does mean RelaxNG expressed using either syntax. However, the sentence containing this ambiguity is really specific to our practice in producing TEI P5, and should be removed.
