#69 Roma: Does allow changing of new element namespace

When I currently go to http://tei.oucs.ox.ac.uk/Roma/ and start a new ODD (doesn't matter what type), and then go to the 'Customize' tab, and change the 'Namespace for New TEI Elements', when I click 'Save' it reverts to 'http://www.example.org/ns/nonTEI' ... doesn't matter what I change it to.

Expected behaviour would be to save the newly namespace and display it on the form. Optionally if the namespace was the TEI one it might allow this but display a warning about conformance.

    I have change Roma to store the proposed nonTEI namespace in a <note> in the ODD. This solves the problem.

    Should I file a bug against ODD then, as it definitely needs a useful way to define 'default nonTEI namespace to use for new elements when that ODD is loaded back into any ODD processor'. <note> seems like the kind of cop-out workaround that I'd come up with.
