#449 ISOCat registry has changed location

att.datcat.xml says:

"att.datcat introduces dcr:datacat and dcr:ValueDatacat attributes that may be used to align XML elements or attributes with the appropriate Data Categories (DCs) defined by the ISO 12620:2009 standard and stored in the Web repository called ISOCat at http://www.isocat.org/."

However, it seems that ISOCat has moved to a new location:

https://catalog.clarin.eu/isocat/

If this is its new permanent location (as it seems to be), the URL should be updated.

    www.isocat.org should remain the main entry point to ISOcat. The interface is now redirected to be available behind Shibboleth on catalog.clarin.eu, but this just an interface implementation issue and shouldn't affect the persistent access to ISOcat and its data categories. I've updated the redirects at isocat.org and the information to reflect this better.

    Please let me know if you experience/see any problems!
