If an <attDef> does not have a @mode, it should be treated as if mode="add" according to http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-att.combinable.html . But Roma currently does not "raise an error if an object with the same identifier already exists".

true. Roma does not raise any errors, however. its an incomplete implementation.
