The <condition> element for recording the physical state (e.g. extent of any damage etc.) of a manuscript can only be used within <physDesc>, where it relates to the whole object. There is no way of specifying such information solely with respect to the binding. This could be rectified by permitting the <condition> element as a child of <bindingDesc> or <binding>

    Sounds like a good idea to me. Off the top of my head I would say <condition> should be permitted as a child of:
    <supportDesc>
    <binding>
    <bindingDesc>
    <sealDesc>
    <seal>
    <physDesc>

    and possibly
    <accMat>
    <additions>
