#229 Check desc of all xs:anyURI atts for in-doc restrictions

I've promised to go through all the xsd:anyURI attributes to check for those which originally being ID/IDREF(S) the prose has not been updated to indicate that they can point anywhere. In any cases where changing this might have any serious effects, notify council.

Ticket added to record the correction of this bug and remind me to do it.

    I don't know where Kevin got the idea I was planning to close this ticket *before* James had carried out the action proposed in it. Rest assured I am not about to do so (even if I did, he could always open it again!)
