TEI Tite says a half title page should be encoded using <div1 type="half-title"> (with titlePart elements as appropriate); however, neither Tite nor P5 allows use of titlePart within a div1.
TEI Tite implies that the only child element allowed for <front>, <body>, or <back> is <div1> (sentence 2 of section 3.3). However, the schema does not constrain as such. Therefore, Lou's solution would work, even though it goes against what section 3.4 says.

<titlePart> is intended for use only on <titlePage>s. But why not encode a half-title page as a <titlepage type="half"> -- as explicitly suggested in P5 (see http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-titlePage.html\) ?

Will return to this once tickets 3136934, 3136935 3136936, and 3164403 are resolved, bringing canonical and Apex versions of Tite into alignment.
Setting as AMBER
KH promises to report to Council about this and the Tite problems on a regular basis.
Reconciliation of Apex Tite and canonical Tite now complete, so we can proceed with deciding how to handle this.
