There aren't pre-compiled Windows binaries for any recent releases.

Have you used CMake on Windows to build other software?  From this
http://www.cmake.org/cmake/help/runningcmake.html
I believe it is as straight-forward (or easier) than using ccmake on unix.

I'm not a windows user, but describing what specifically you have already tried, and what exactly didn't work, may be a helpful step towards answering this.
