[Tecomp-user] The Eiffel Compiler tecomp version 0.18.1 has been released

Version 0.18.1 fixes a bug of version 0.18.

Version 0.18 introduced target conversion and with that a bug which
bypassed validity checks with binary operators. Therefore invalid code
could enter the runtime and crash it.
