Modified tc_candidates reference file

Added test_event_filter_app reference file. Also updated tc_candidates_app reference file

new test dataset and baseline for stats and activity test

A) deeplabv3p_ar_detect
B) bayesian_ar_detect
C) tc_detect

removing resnet model as it wasn't needed
