#4 Logs are not saved/displayed in proper encoding

In the web manager, when the log for a particular test is viewed, or when the console shows log results, it does not use the proper encoding. As a result, any special characters or those from another language appear as "?" in the browser.

When viewing the logs outside the web manager in another application they have the correct encoding and these characters are viewable.
