#3 Améliorer la commande 'help" avec des descriptions

Use context :
Any users that want to have more information of the different commands.
With this version, if you want to have information for a command, you have to use the commands "man" (description) and "use" (parameters).

Suggestion :
Although there is already the usage in the "help" command, we can add also the description.

Motivation :
Helps the user to not get lost in all the commands and find quickly the command he needs.
