TortoiseCVS 1.8.17 Compatible Setup

A setup script compatible with 1.8.17 is now checked into CVS. It might take a while for it to show up in anon CVS access though.
Feature selection and Win9x support are not working yet. This means you can use the current script to do a full install for Windows 2000 and Windows XP only.
