The plotting function fails if there is no data point to plot for a region and month. System locks up on failure.

This issue has been resolved. If there is no datum, then system displays a message indicating that there is no measurement to chart. system draws chart showing a "flat" histogram in the anomolies (top) panel and no CS in the sites (bottom) panel.
