Proxy settings set only for the user account running the app

My personal Windows account doesn't have admin privileges. A while ago I noticed that TCP/IP Manager was not anymore able to set the IP settings with my privileges and that I had to run the app as root user (a special account with admin privileges on my laptop). Now that's still fine but now I noticed that when I run the app as root, it only sets the proxy settings for root account, not for my personal account. So now I first need to run TCP/IP Manager as root to set the IP settings and then I need to run it again as myself to set the proxy settings!
I have done some research concerning this issue. It seems Window stores all user settings on a file called hive (the file if you even seen it is NTUSER.DAT) which it loads and unloads when you log in and out of your account. It is pretty complicated because I first have to get the SID of all accounts, check if the account is active (do the changes in the registry directly) or load the hive for that account and then do the changes.
How would you see this option? If in the future there will be other options like the proxy that is per account basis would you like to have a general switch that says "apply to all accounts" for a network profile or maybe a switch for every option. What do you think?
