how can I add an ICC Profile file to the pdf? I was reading in the changelog that icc is supported but I can't find a method in the documentation. Only saw something with force sRGB.

Currently TCPDF only support ICC profiles embedded inside images.
The only supported ICC profile is the one embedded when the PDF/A mode is selected.
