#1125 Character encoding in SVG files always UTF-8

In the ImageSVG function it is always assumed that the SVG file is in UTF-8 encoding. This is not always the case and for example in SVG files with text in ISO-8859-1 encoding special characters (for example ë) are displayed incorrectly in the PDF file.
