Adapdet to new version of IEC61375-2-3

changed comment style to be protable and added conditions to get compiled for vxworks with preset ip adresses and terminal window size

slightly changed test app for vxworks

changed the delay to nanosleep - will need some inspection, as the remaining time loop is not yet implemented

very preliminary lnt files for lint 9.00 along with vxworks config

second LINT enhancements for automatic linting - still prototype, needs adapted lnt file - to be created

Adapted to the actual status of IEC61375-2-3

slight type enhancement for better MISRA conformance - please check in other files the unsigned notation for constants and defines

corrected calculation of timeout

specified fec as primary interface name for vxworks - this is likely a definition to be adapted for different devices
