Update acc. IEC61375-2-3

Separated IEC61375-2-3 type definitions for CTRL and TTI

clean up of makefiles for getting also vxwoks compiled again - sorry needed stepwise approach

rectified C99 include for vxworks for kernel mode in vos_types.h and updated compiler error in vos_sock.c as well as include file spelling

linting works for LINUX_PPC target, yet gives lots of library noise, which shall get rectified later on - feel free to add your platforms in a similar way, by extending the config files in folder config

adapted makefile framework for better scalability for individual platforms, included LINT in experimental stage to the build proccess (still highly experimental). shall be compatible with the former way, though evidence from the other development parties is needed, then the *_* Makefiles may get touched to sport the same scalinbg pattern as the stock make file
