#90 Independent versioning for VOS

To allow and track versioning of TRDP for different targets, the VOS system should have its own versioning scheme. This way target dependencies will be separate from basic protocol and TRDP API definitions.
The API has to be extended to provide a VOS version, preferably in the same way as the TRDP version (string and VOS_VERSION_T).
