in my opinion build artifacts, caches, precompiled headers etc. should not be checked in to source control. I know, I am pushing the Wireshark plugin myself for ease of use - it would be better off in some kind of release vault - I have no experience with that in SF or GH.
I am even less of an expert in VS, but the subdirectory "/trunk/trdp/VSExpress2019/.vs" piling a whoppy 140 MB should not be in SVN, or is it really necessary for proper building?
It is now locked in the repository's history, but it should be avoided in future.
