#315 tlp_publish and heap allocation failed leads to wrong error behaviour

If tlp_publish is called and the heap allocation fails, the return value of tlp_publish is TRDP_NO_ERR and pPubHandle points to a handler with the value 0.
We would expect a return value other than TRDP_NO_ERR.
