#16 ISO-latin-1 encoding not supported in tkxmllint/tkxsltproc

Input documents or stylesheets cannot be loaded if
ISO-latin-encoded (tried "ISO-8859-1"/"ISO-latin-1" XML
encoding declaration). Specifying no encoding or
"UTF-8" works. This is on Win2k with 1.6 versions.

BTW could you please provide SF bug categories for
tk[xsltproc|xmllint]?

    that Windows tkxmllint 1.6 and 1.7 refuse.
