The pure Tcl version of TclDOM 3.0 has a bug in its
handling of the document type declaration when parsing
an XML document. This bug causes the program to exit
with an "invalid QName" error. The fix is to change
library/dom.tcl line 3444 from

set document(document:doctype) [CreateDocType
$state(docNode) $publit $systemlit $dtd]

set document(document:doctype) [CreateDocType $root
$publit $systemlit $dtd]
