#14 make install-libraries does nto work properly

When running configure and 'make install-libraries'
only, the
installation does not work since the target directories
are not
created (only done for for make install). This feature
is useful
for a Tcl-only installation without documentation.
Please find
attached a patch for Makefile.in that handles this
situation properly.
