The Windows binaries were built using MS Visual Studio 2003 .NET and require an additional DLL - mscvr71.dll. Now,I don't know what the story is for redistributing that DLL, so rather than expose myself to the wrath of M$' legal department I decided to leave it out. Unfortunately, I forgot to document that dependency :-( Handy hint: I have included the DLL in the tkxmllint and tkxsltproc applications, so download the Windows version of either of them (or both!) and grab it from there if you can't find the DLL anywhere else.
