Update on the tcldompro Windows build:

I've updated the build system to use the new tcl.m4,
and it's mostly working with MSVC.  It appears to compile 
and link OK with cygwin+gcc, but the interpreter locks up 
when you try to [load] the .DLL.  I suspect CYGWIN problems.

Have to go home now, will fight with this some more
tomorrow.  More later.  Haven't checked anything into 
CVS yet, it's still a bit of a mess and still basically
broken.
